Now, this is just careless on the part of the police. They are not looking at the pictures at all.

It's like my old Neighbor when I used to live in Florida, he got caught when he made a right turn at the traffic light meanwhile another driver passed right light & the camera took a picture of his plate. Btw, he pleaded not guilty, he WON smile
