Newark, NJ has activated its first two RLCs on Monday November 16. They are providing a 30-day warning period - drivers violating the red lights at the two intersections will receive a warning letter in the mail. After December 15, it will cost $85 for the violation. There are no license points associated with the tickets.
The first two cameras are installed at the intersections of Broad and Market Streets and Broad Street and Raymond Boulevard. Several other locations will be added in the future.
Per Google Earth, these are the coordinates of the two intersections:
Broad & Raymond:
40.737470°
-74.171007°
Broad & Market:
40.735617°
-74.172212°
The locations have been sent to Miss POI, so I expect they will appear in a future RLC POI update.

More cameras online
They activated a few more recently (noticed them while walking around near my office). They're on Raymond near Penn Station.
I'll grab the GPS coordinates when I get a chance.
I already have them.
