In addition to ATS, Redflex has their North American offices in Phoenix, but they are actually an Australian company.

I take back everything bad I've ever said about toll roads. Bring'em on! I'll take a bunch of toll roads over photo radar any way.
Hey, now *there's* a thought -- combine the concepts of toll roads with banning speed cameras. You pay a toll, and you're exempt from speed camera tickets!

Which leads, inevitably, to... Everyone on the "toll" road gets photographed at entry and exit. Compare the entry and exit times-of-day, calculate the speed... and the faster you went, the more you get billed for the "toll". No fines, no points, no going to court... you determine your "toll" by your speed on the road.
At least that way there is no hypocrisy. Then EVERYONE knows it's about revenue generation.
