Not on Nuvis
The Nuvi's do not support setting a global speed warning. You can set individual location speed alerts, but not a global "warn me if I go xx miles over the posted speed limit".

POI Loader Help
The two nodes already provided by bentbiker and ramcruzer provide most of the information on setting speed alerts.
There is also information in the POI Loader program. When you run POI Loader, click on the Help button. Then click on "Understanding Speed and Proximity Alert Information."
