In creating CSV file, does it necessary always the longitude is negative (-) or just in the USA. In my location in the Philippines the longitude is positive.

In creating CSV file, does it necessary always the longitude is negative (-) or just in the USA. In my location in the Philippines the longitude is positive.
The minus in front of either the longitude or the latitude indicates it is either West Longitude or South Latitude. For the Philippines, it is positive or E Longitude and positive or N Latitude.
