I've been in the DC area for almost 20 years and I have no idea of what you are talking about. Which area? Are you talking about the Inter-county Connector, the Greenway, new subdivisions, shopping centers or any of the other major road construction projects that have gone on?

The "DC area" covers portions of 2 states and 11 counties, so unless we have a clue as to what area it is impossible to give you any type of answer to your question.

ditto on ..huh?

I'm not sure what you're referring to either.

But, if it's the Intercounty connector then imo it's needed, but I'm disappointed that it became a toll road at the VERY last minute.

It's about the Line- If a line can be drawn between the powers granted and the rights retained, it would seem to be the same thing, whether the latter be secured by declaring that they shall not be abridged, or that the former shall not be extended.

re: ditto on ..huh?

When did they change it to become toll road and is that a final decision?

A toll road? oh no. I could

A toll road? oh no.
I could use it to avoid the 495 parking lot.

Yup.. a toll road

As far as I know it's a final decision. It was somehow the only way the powers that be could get it approved. The following is from their web site-
"An 18-mile, controlled access, tolled highway (16 miles in Montgomery County, 2 miles in Prince George's County) which will link existing and proposed activity centers on the I-270 and I-95/US 1 corridors." and
" * Tolls will be utilized as a mechanism for managing congestion along the ICC.
* Toll rates will be lower during non-peak periods to encourage users to use the roadway during these times of day.
* Tolls will be collected at highway speeds using electronic toll collection. As drivers enter or leave the ICC, antennas will automatically read their vehicle-mounted "EZ Pass" transponders, drawing on their prepaid account for the cost of each trip.
* Toll rates have not yet been established, but will be set at levels that effectively spread usage to keep the ICC free of congestion during peak periods."

The web site for it is:

Yeah. My brother in law gave me a SmartPass and I wondered why 'cause I try to avoid toll roads, but now it clicks. He lives NW Mont County, and I live SE!

Doh!. That's how they get ya, by making it easy to get on & ride, then pay later when you don't recall if it was worth it or not.

ICC

I'm not certain about the eastern end of the intercounty connector as I live near the western end where it will connect to I-370. The problem with that is the entrance/exit from 370 to I-270 is a single lane. The back-up from just the neighborhoods and the Shady Grove Metro results in lines over a half mile at times. There is no Federal money available to improve the I-370/270 interchange so no work will be done.

Well, I'm on the eastern end and they are doing a lot of work now. The entrance will be about 2 miles from my house.
