Since traffic cameras that are used to change the signal at lights are different than red light ticketing cameras.. do the traffic cameras actually record pictures and/or video, or are they just used as sensors????

Although, during an emergency, they can be used for facial recognition and a search, they do not routinely capture images.

Opticom
The light changing system is Opticom. It uses infrared light waves in a small strobe. It is used by Fire Department and municipal buses. The system in our area does not have the capability to capture images.
There was an issue a while ago about some rogue units being sold on ebay for individuals. This, of course, is against the law.
