Hi Paul --
Normally, you'll find a text link below each forum post that says "reply" or "add new comment" (provided you're logged in).
Uploaded files often look similar to a forum post, but they don't have an area for comments. If you'd like to comment on an uploaded file, you can start a new discussion topic under "sharing POI files" in the discussion forums.
If anyone else is having troubles replying to a forum post, please send a note via the contact form so I can gather some data to troubleshoot the issue.
