As long as there are windows, the frequency that the satellites use for the signal will make it through the tinting.
Remember, it is not light, it is a signal wave. So, if you can see out of your vehicle, it is enough for the signal to make it into your vehicle.
That's not true at all. Some cars have a windshield coating that blocks radio waves. Transponder companies, like EZ or Sun Pass make special units for these cars that bolt on to the front license plate bracket.

I don't think it's legal anywhere (that I know of) to fully tint a windshield anyway. I have a dark strip across the top of my SUV's windshield, but it doesn't block or affect my satellite reception.

Cause I am a fanatic when it comes to speed countermeasures and GPS. I knew that reflective windshields affected radio waves. And thus affect GPS signals as well as radar.
However, I did get down to 13 ft on accuracy on this past trip and that is pretty darn good even in a wide open field.
