For anybody that has had a Nuvi stolen, there is a locked Nuvi for sale on Ebay. I can't get to Ebay from here at work since our proxy blocks auction sites, but you might want to check and see if there are any pics that show the serial number. Alternatively, you could email the seller for the serial number (but it seems that would be somewhat of a tip off). The seller admits it is locked and said it is only good for parts. Maybe you could get him to email you a closeup of some part that would inculde the serial number in the pic? I am not sure what part of the country it is either. Might be worth looking into though!
You can alert Ebay that this is a stolen or get Garmin to contact Ebay and get the user information. That would be a great marketing ploy for them to bust the guy!

I'm not sure I'd jump right to the "it's stolen" conclusion. The thing comes with the usb cable. Does anyone leave the USB cable in their car with the unit?
I think it's plausible that the owner pawned it, and failed to get it out of pawn.
USB cables are a dime a dozen. If it was left behind at a pawn shop why not turn the lock off unless you were certain you were going to get it back from them at some point. Personally I would have deleted all of my personal information.
Point taken though I guess it could be legitimate but usually if it quacks like a duck...

That is where a lot of people make their money. If you can't get a good price on the item, gouge them with the shipping charges.

I just found a locked Garmin for sale on Ebay today for sale by a Pawn Shop and alerted Ebay saying that it could possibly be stolen. The item # is 170172537744. The vendor selling the item is:

You should alert Garmin as well! we all shall do it, just in case.
Well, it works like this on my 660. Go to the "wrench" menu, then "system". In the middle of the menu, I see "Garmin Lock". I can enable or disable it from there. Don't know if the 330 has this feature, though, but I thought it was a "Nüvi wide" thing...
Looking more at the Garmin unit that I saw on sale on Ebay it has the "Where 2" logos on it along with the black carrying case from AVIS! I called AVIS to report it as a stolen item (since its being sold at a Pawn Shop). Hopefully they can catch the person. )
It may not be stolen! I am sure that they upgrade their GPSr and then sale the old ones...

Then why would it be locked? I can't even see a rental car company wanting this feature. What if a previous customer locked it? They'd be sending those things in all the time. I'm pretty sure they would have that feature disabled...
