"The July 2024 release will be the last update available for customers with City Navigator Europe NT maps. They will still be available for you to reinstall."

I'd like to understand this better. Is this the first shoe to drop indicating the end of perpetual updates? Europe only? Does this signal the end of perpetual free updates? Is the sky falling?

Nope

The EU NT map is only needed for older devices that probably are no longer in use. All the modern ones use the EU NTU map which is still regularly updated.
