Users vs guests

There are times when I have to sign in again, unless I do l cannot even open the forum.
How then is it that in “Who’s online” it will show x number of users and it says currently 43 guests?
Here's my guess.....
Users are members signed in. Guests would be people (who could be members) that are not signed in or are in fact guests and do not have an account/profile on POI. If I'm not signed in I can still open any forum I just can't post if not signed in or download a file.
May have some bearing on the subject

Just had to sign in AGAIN!
So before I signed in l decided to see where I could go in these forum sites.
It’s a bit more cumbersome but I was able to read forums. But you have to manually search for the one you want to read.
Of course posting was not possible.
