I have not seen that Canadian RLCs have seen municipalities shortening the amber timing and other similar issues. I can only base this on my own experience in Waterloo Region, Ontario and an apparent lack of complaints from Canadian POI Factory members.
The Region is making a good buck, but many of the RLC intersections have count down timers, and the time seems reasonable. In addition, the local paper has a weekly column dedicated to traffic issues in the Region. The reporter is pretty thorough and I'm pretty sure he'd be having a heyday with the issue.
I'm curious about experiences, in other parts of Canada.

Delay in Red to Green
I'm curious about experiences, in other parts of Canada.
I haven't noticed a shortening of yellow in central Alberta.
What I HAVE started to see around here is a delay when the lights switch from red to green. It seems like there is a "two count" delay where the lights are red in all directions.
I have noticed this in several different towns, but this wasn't at intersections with RLCs. So I don't think the intent is to catch people anticipating a green light.

Not talkin about yellow lights. Talking about the fact that a lot of lights now, delay by 2 or 3 seconds going green after cross traffic has received the red light. this delay has all four directions red for a short period of time to allow the intersection to clear before turning the next sequence green.
