The City of Margate will not be renewing their contract for their red light cameras after their contract expires in December according to Mayor Lesa Peerman.

An interesting comment from the Mayor
The most interesting comment from the Mayor is that the cameras were not actually profitable. When they actually considered ALL the administrative costs, the "profit" vanished. Reading between the lines, it is at least possible that one reason for removing cameras is the (negative) revenue.
I wonder if other cities have compared true costs to income.

See this post regarding St. Petersburg's cost vs. revenue comparison and the decision of the Mayor and city council there. Like you said, it appears that in some cities RLC's are at least partially about profit making, not just safety.

Revenue
This is one more prove that revenue is more prevalent than safety. This shows , if you give time on yellow lights, red-light running is not going to be a real issue.
