Customized Speed Camera POIs ??

Hi everyone...
Newbie here. I did subscribe and download Speed Camera POIs for my GPS already
I have an old Garmin Nuvi 350, like 5 yrs old at least.
Time to upgrade.....
My problem....
Chicago, IL has unique Speed Camera zones..

Speed cameras at parks will enforce a daily 30-mph speed limit from 6 a.m. to 11 p.m.
Those near schools will enforce a 20-mph speed limit from 7 a.m. to 4 p.m. weekdays, and children will have to be seen in the photograph of the speeding car in order for the driver to be ticketed.
Otherwise, a 30-mph speed limit will be enforced until 7 p.m.

LOL multiple speeds for multiple times and then lets define a "park" and also a "school". 3 different types, sheesh.
There are only a few "live" cameras in Chicago as they continue to install and enable them, and so far I just get a generic warning I'm entering a speed zone... Might just be my older GPS showing me what it can....
QUESTION...
Can any GPS I may consider upgrading to utilize a custom POI perhaps defined by me so that I can program what a park or a school is? I think customizing for "time" may be a bit difficult, but is that possible?

I am not aware of anything available in custom POI input files that could handle such definitions.

The fact that a child would have to be seen in the photo before the driver is ticketed is good.
