Coco Beach Red Light Camera Fines

I'm in Florida. The news came on with Red-Light cameras in Coco Beach.
Seems like anyone who brings a lawyer in court with them almost automatically wins. There were four citizens with tickets and it took the judge 34 seconds to dismiss all the tickets. Police didn't provide any evidence and the news reporter claims the police can't prove any case! They know the car, but; can't prove who was driving...Case dismissed!!!

The ONLY time a person needs a lawyer is when they've been accused of a crime.
Why would anyone take time off, hire a lawyer, to fight a red light violation? Society needs to take responsibility for their actions, or as they say, man-up.
No evidence??
If police don't provide the court with the photos showing the red light violation, then yeah, there is no case.
