Is the Garmin speed alarm supposed to sound when driving
through a shopping center parking lot at 5 mph?

You've probably got a POI file with a "5" in its name, at a guess smile

PoiLoader takes this to mean that you want a 5mph/kph speed alert applying to every POI in the file.

Garmin Speed Alert

Mine (Nuvi 255W) gives a gray popup warning BEFORE reaching the area & then also gives a red speed popup alert WHEN you get to the area IF you are above the designated speed (as determined in the .CSV file)

My outback sound goes off and scares me sometime if I am not thinking about the location.

Have you thought about loading a more soothing sound alert or better yet not setting a proximity alert for a chain of restaurants. I can't imagine ever saying, "Oh my, we are close to an Outback, we have to stop and eat something?"

Nuvi 660 -- and not upgrading it or maps until Garmin fixes long-standing bugs/problems, and get maps to where they are much more current, AND corrected on a more timely basis when advised of mistakes.

yes mine does to you cant change it as the speed is set in the poi file i looked to see if i can change it but ni luck yet
