I have two questions I am tring to answer.
1- How do I get a POI to alert when it is not on the exact route I am following. Example if I have Costco as a POI but it is 2 blocks north, and I have set the prox alert to 5000 ft, it will not alert. If I am on the street that costco is on it will alert.
2- How do I lessen the number of alerts I get once the unit has identified a POI. Some times it will alert every 500 ft. until I get to the location and then one time after passing the location

You are correct -- typical proximity alerts operate only along-the-route. TourGuides alert radially. There are a couple recent threads by H_Hannah that instruct how to create TourGuides.
As for alerting, why not make a custom mp3 audio alert that plays a short message and then delivers dead air for 60 seconds or so.
Nuvi 660 -- and not upgrading it or maps until Garmin fixes long-standing bugs/problems, and get maps to where they are much more current, AND corrected on a more timely basis when advised of mistakes.
