POI speed alert settings?

When I placed the I-95 speed alerts into the Garmin POI loader, it states that the default speed is 95MPH
I changed the number to 70, Exactly what does this setting do?
Defaulted to 90 automatically and loaded by the express method would get us all tickets if we relied on it, wouldn't it?
I don't understand this setting or how the distance in feet versus the speed would be better?
Anu guidance on these settings would sure help!

The speed is the minimum
The speed is the minimum speed you would be travelling before you are alerted. This is good, if you are travelling below the warning speed then you will not be alerted, If you are going the speed limit, why be alerted, only above that speed you will be alerted. This is what i did, i broke up my speed alert into different csv file, all area with the same speed limit together then use that as my speed setting. I dont know why the default is 95, should be 50 - 60. As for distance, that is good for red light camera. Hope this helps you

The .csv file presumably has the digits "95" in its filename - which POILoader interpretes as meaning "Set a speed alert of 95mph for all POIs in the file".
