what's the "V" next to some of the poi files?

means you are the winner!
It means Miss POI ran that file thru verifier and probably corrected some mistakes.

Or the author checked the file with POI Verifier before posting it. The _V is the file created when POI Verifier checks it.
(We've found some files that the author added _V to the file, evidently to make you think it was checked. If field 3 and 4 are not enclosed in quotes, it is not a file created by POI Verifier.)
